OET (OET-LV)And all the tax_collectors and the sinners were nearing to_him to_be_hearing from_him.

OET (OET-RV) Many tax-collectors and others regarded as sinners had come closer so they could hear what Yeshua was teaching,

uW Translation Notes:

Note 1 topic: grammar-connect-time-background

δὲ

and

Luke uses the word And to introduce background information that will help readers understand what happens next. Alternate translation: “Now”

Note 2 topic: writing-participants

ἦσαν & αὐτῷ ἐγγίζοντες πάντες οἱ τελῶναι καὶ οἱ ἁμαρτωλοὶ ἀκούειν αὐτοῦ

were & ˱to˲_him nearing all the tax_collectors and the sinners /to_be/_hearing ˱from˲_him

Luke uses this phrase to introduce new characters into the story. These people were part of the crowd that Luke described generally in 14:25. Alternate translation: “many of the people who were coming to listen to Jesus were tax collectors and sinners”

Note 3 topic: figures-of-speech / hyperbole

ἦσαν & αὐτῷ ἐγγίζοντες πάντες οἱ τελῶναι καὶ οἱ ἁμαρτωλοὶ ἀκούειν αὐτοῦ

were & ˱to˲_him nearing all the tax_collectors and the sinners /to_be/_hearing ˱from˲_him

The word all is an overstatement for emphasis. Alternate translation: “many of the people who were coming to listen to Jesus were tax collectors and sinners”

TSN Tyndale Study Notes:

15:1 Tax collectors were despised because they worked for the hated Roman authorities and were notorious for their corruption.
