11:12 Judgement on Yisrael and Yehudah
12 Efraim has surrounded me with lies,
≈and the people of Israel with deceit,
but Yehudah still goes about with God,
≈and is faithful to the holy one.”

He multiplies lies and violence.
They make a covenant with Assyria

2 Yahweh also has a dispute with Yehudah,

5 Yahweh, the God of armies.
Yahweh is his famous name.
6 But you must return to your God.
