Here, the word “moved” is the same word translated as “shaken” in Psalms verse 2. The writer speaks of the destruction of Jerusalem by armies as if an earthquake were to destroy it. If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language.
