46:13 The daily sacrifice

13 In addition, every morning someone[fn] must provide a one year old lamb with no defects to be completely burnt up as an offering to Yahweh. 14 Also every morning someone must provide an offering of four litres of flour mixed with a litre of olive oil, and it’s a permanent requirement. 15 They’ll prepare the lamb, the grain offering, and the oil, every morning—a permanent daily burnt offering.

46:13 Some of the earliest translations (the Septuagint and the Vulgate) have ‘he’ here, suggesting it must be the leader.

13 And_lamb the_son_of year_of_him unblemished you_will_offer a_burnt_offering for_the_day to_LORD in/on/at/with_morning in/on/at/with_morning you_will_offer DOM_him/it.
14 And_grain_offering you_will_offer on/upon/above_him/it in/on/at/with_morning in/on/at/with_morning (the)_sixth_of the_ʼēyfāh and_oil (the)_third_of the_hin to_moisten DOM the_fine_flour a_grain_offering to/for_YHWH regulations_of perpetuity continually.
