These two phrases mean similar things. They describe how the family and religious leaders were supposed to send a message to everyone in Judah. You do not need to repeat both phrases in your translation if that would be confusing for your readers. Alternate translation: “they should publicly proclaim”

Here the story describes the whole population of the province of Judah by referring to its smaller cities and towns and to its large capital city of Jerusalem.
