TSNTyndale Study Notes:

4:13 This verse appears to be a hymn fragment, possibly sung by the worshipers at Bethel (for other hymn fragments, see 5:8-9; 9:5-6). Israel had been treating God as a baal—a local god with limited power. But the God they professed to worship and whom they would face in judgment is all-powerful.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / 123person

(Occurrence 0) he who forms the mountains … reveals his thoughts … is his name

It is not clear whether Amos is speaking about God, or God is speaking about himself. If God is speaking about himself, it can be translated with the words “I” and “me.” Alternate translation: “I who form the mountains … reveal my thoughts … is my name”

(Occurrence 0) makes the morning darkness

(Some words not found in UHB: that/for/because/then/when see/lo/see! forms mountains and, creates wind and, reveals to/for=ʼĀdām/humankind what? thoughts, his makes dawn darkness and, treads on/upon/above/on_account_of//he/it_went_in heights earth YHWH god armies/angels his/its=name )

This could mean: (1) God causes the day to be very dark with thick clouds. Alternate translation: “makes the morning dark” or (2) God causes time to pass, so every day becomes night. Alternate translation: “makes morning and evening”

Note 2 topic: figures-of-speech / metaphor

(Occurrence 0) treads on the high places of the earth

(Some words not found in UHB: that/for/because/then/when see/lo/see! forms mountains and, creates wind and, reveals to/for=ʼĀdām/humankind what? thoughts, his makes dawn darkness and, treads on/upon/above/on_account_of//he/it_went_in heights earth YHWH god armies/angels his/its=name )

(Occurrence 0) Yahweh, God of hosts, is his name

(Some words not found in UHB: that/for/because/then/when see/lo/see! forms mountains and, creates wind and, reveals to/for=ʼĀdām/humankind what? thoughts, his makes dawn darkness and, treads on/upon/above/on_account_of//he/it_went_in heights earth YHWH god armies/angels his/its=name )

By declaring his full name, Yahweh is declaring his power and authority to do these things. Your language may have a way for people to do this.
