TSNTyndale Study Notes:

3:11–4:17 Moses, in his response to God, presented four reasons why he was not the one to fulfill God’s call. Although each reason supposedly relates to Moses and his ability, God’s answers show that they were really questions about God.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

who? I that/for/because/then/when go to/towards Farˊoh and=because/when bring_~_out DOM sons_of Yisrael of,Egypt

Moses uses this question to tell God that he, Moses, is not the right person for the task. If you would not use a rhetorical question for this purpose in your language, you could translate his words as a statement or an exclamation and communicate the emphasis in another way.
