2:9 What we do see is Jesus: How can the church persevere when evil and death are still in the world? We look to Jesus both in his human life in a position “a little lower than the angels” and in his exaltation, now “crowned with glory and honor.” His suffering as a human being led to his exaltation (see Phil 2:5-11; cp. Isa 52:13–53:12). See also Heb 12:1-13.

While he may have believed that this was true in terms of spatial placement, since angels live in heaven “above” and Jesus lived on earth “below,” the point is primarily about status and power. Being lower means that Jesus had less status and power than the angels. If it would be helpful in your language, you could use a comparable phrase that describes how Jesus had less status and power than angels during his incarnate life.
