TSNTyndale Study Notes:

Ps 96 This psalm establishes the Lord’s universal kingship (see Ps 93) and prepares for the coming of the Lord to bring justice and righteousness into the world. The psalmist invites everyone to worship the Lord (96:1-3), the glorious Creator of all the earth (96:4-6), because worship is due to him alone (96:7-9). The universe joins in praise as the righteous Judge establishes a new order (96:10-13).
• This psalm (along with 105:1-15; 106:1, 47-48) is included in David’s song of praise recorded in 1 Chr 16:1-43.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / personification

Let the heavens be glad, and let the earth rejoice

(Some words not found in UHB: glad the=heavens and,rejoice the=earth/land roar the=sea and,all_that_fills,it )

This could mean: (1) the heavens and the earth are spoken of as if they have emotions like people. Alternate translation: “Let it be as if the heavens are glad and the earth rejoices” or (2) “the heavens” and “the earth” are metonyms for those who dwell in those places. Alternate translation: “Let those who live in the heavens be glad and let those who live on the earth rejoice” (See also: figs-metonymy)

Note 2 topic: figures-of-speech / explicit

that which fills it shout with joy

(Some words not found in UHB: glad the=heavens and,rejoice the=earth/land roar the=sea and,all_that_fills,it )

The implied information is that this refers to all the creatures living in the sea. They are spoken of as if they should shout with joy like people might do. Alternate translation: “the sea creatures shout joyfully” (See also: figs-personification)
