ULT Is it not indeed from Yahweh of hosts
⇔ that peoples labor for fire and all the other nations weary themselves for nothing?

UST But Yahweh, commander of the angel armies, has declared that everything that is built by people who do things like that will be destroyed by fire;
⇔ they will have worked hard uselessly.

This negative rhetorical question emphasizes the positive answer that it anticipates. The two clauses share similar meanings that the work that people do will not last. If it would be helpful in your language, you could express this question as a statement.
