2:2-20 God responds to Habakkuk’s second complaint (1:12–2:1) without explaining why he chose to use the Babylonians. Rather, he assures Habakkuk that all violence and injustice will be punished.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / rquestion

(Occurrence 0) Will the ones biting at you not rise up suddenly, and the ones terrifying you awaken?

(Some words not found in UHB: am=not suddenly arise creditors,your and,wake_up tremble,you and,become as,plunder for,them )

This negative rhetorical question emphasizes the positive answer. If it would be helpful in your language, you could express this question as a statement. Alternate translation: “The ones biting at you will certainly rise up suddenly, and the ones terrifying you will awaken.”

Note 2 topic: figures-of-speech / metaphor

(Occurrence 0) the ones biting at you

(Some words not found in UHB: am=not suddenly arise creditors,your and,wake_up tremble,you and,become as,plunder for,them )

The Hebrew word translated here as “the ones biting” can also mean “the ones paying interest” or “debtors.” In this context, the word probably has both meanings. The phrase is a metaphor in which those whom the man has oppressed and made debtors by forcing them to give him pledges will now oppress him, which is spoken of as if they were biting him.

(Occurrence 0) the ones terrifying you

(Some words not found in UHB: am=not suddenly arise creditors,your and,wake_up tremble,you and,become as,plunder for,them )

This refers to the same debtors. They will terrify the Chaldeans by attacking them in revenge for the pledges that they were forced to give.

Note 3 topic: figures-of-speech / metaphor

(Occurrence 0) rise up … awaken

(Some words not found in UHB: am=not suddenly arise creditors,your and,wake_up tremble,you and,become as,plunder for,them )

The people of the nations beginning to act against the Chaldeans is spoken of as if they were to “rise up” and to “awaken” from sleep.
