If that is the meaning, then the list is describing these troops by reference to something associated with them, the city they would come from. (2) However, it could mean that Judah was something like the deputy mayor of the whole city. (3) It could also mean that Judah was responsible for one part of the city. Alternate translation: “second in command over troops from the city”
