TSNTyndale Study Notes:

Ps 10 The lament of 9:13-20 continues in Ps 10 (see study note on Pss 9–10), but the mood changes from confident assertion to anguished questioning. The psalmist prays for rescue, believing that the Lord, as a just king, takes care of the needy.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / abstractnouns

וְנָפַ֥ל בַּ֝עֲצוּמָ֗יו חלכאים

If your language does not use an abstract noun for the idea of power, you could express the same idea in another way. Alternate translation: “and unfortunate people fall because he is powerful”
