Zephaniah is speaking as if he literally wanted the Judeans to Seek or look for Yahweh. If it would be clearer in your language, you could state the meaning plainly. See how you translated the similar expression in 1:6. Alternate translation: “Pray to Yahweh for mercy”

Zephaniah is using the adjective humble as a noun to mean a certain kind of person. Your language may use adjectives in the same way.
