BSB § Nevertheless, there will be no more gloom for those in distress. In the past He humbled the land of Zebulun and the land of Naphtali, but in the future He will honor the Way of the Sea, beyond the Jordan, Galilee of the nations:

FBV Even so, there will be no more darkness for those who suffered. In the past he humiliated the land of Zebulun and the land of Naphtali, but in the future he will bring honor to Galilee of the foreigners that is on the route that leads from Jordan to the sea.

T4T However, those in Judah who have been distressed/worried will not continue to suffer. Previously, Yahweh humbled the people in the land where the tribes of Zebulun and Naphtali live. But in the future he will honor the people who live in that Galilee region, along the road between the Jordan River and the Mediterranean Sea, where many foreigners live.
