TSNTyndale Study Notes:

35:4 do not fear: The Lord here assures his people of his presence and purpose (see also 7:4; 10:24; 40:9; 43:1; 44:2; 54:4).
• The essence of the good news is that God is coming to save his people (see also 40:9; 52:7; 62:11). God’s coming brings spiritual transformation as well as rescue from enemies.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / synecdoche

(Occurrence 0) those with a fearful heart

(Some words not found in UHB: say to,anxious heart strong not fear see/lo/see! God,your_all's vengeance come retribution ʼₑlhīmv he/it come and,save,you_all )

Here people are referred to by their hearts, which emphasize their inner feelings. Alternate translation: “to those who are fearful”

(Occurrence 0) Look

(Some words not found in UHB: say to,anxious heart strong not fear see/lo/see! God,your_all's vengeance come retribution ʼₑlhīmv he/it come and,save,you_all )

This is used here to draw the listeners’ attention to what is said next. Alternate translation: “Listen”

Note 2 topic: figures-of-speech / abstractnouns

(Occurrence 0) your God will come with vengeance, with the recompense of God

(Some words not found in UHB: say to,anxious heart strong not fear see/lo/see! God,your_all's vengeance come retribution ʼₑlhīmv he/it come and,save,you_all )

This can be reworded so that the abstract nouns “vengeance” and “recompense” are expressed as the verb “punish.” The words “vengeance” and “recompense” mean the same thing and emphasize that God will punish Judah’s enemies. Alternate translation: “your God will punish your enemies for what they have done” (See also: figs-doublet)
