In this context, the conjunction And indicates that the sentence it introduces explains the results of what the previous verse described. Specifically, the temple personnel were able to perform their duties regularly because the people had organized regular support for them. Alternate translation: “and so”

The story describes in 12:30 how they performed such a ceremony on this occasion.
