ULT And he spoke before the face of his brothers and the army of Samaria, and he said, “What are the feeble Jews doing? Will they restore for themselves? Will they sacrifice? Will they finish in a day? Will they bring to life the stones from piles of dust, when they have been burned?”

UST He spoke to the other provincial officials and army officers. He said, “These weak Jews will not be able to accomplish anything! They will never restore the city! Their God will not help them. They do not realize what a long time it would take to repair that wall. The only way they can get stones is by pulling them out of rubbish heaps. And the Babylonians burned the city, so those stones are probably weak anyway.”

BSB before his associates and the army of Samaria, saying, “What are these feeble Jews doing? Can they restore the wall by themselves? Will they offer sacrifices? Will they complete it in a day? Can they bring these burnt stones back to life from the mounds of rubble?”

OEB And he spoke before his kinsmen and the army of Samaria and said, ’What are these feeble Jews doing? Will they leave it to God? Will the sacrifice? Will they complete it in a day? Will they revive the stones out of the heaps of rubbish, although they are burned?’

WEB He spoke before his brothers and the army of Samaria, and said, “What are these feeble Jews doing? Will they fortify themselves? Will they sacrifice? Will they finish in a day? Will they revive the stones out of the heaps of rubbish, since they are burned?”

NET and in the presence of his colleagues and the army of Samaria he said, “What are these feeble Jews doing? Will they be left to themselves? Will they again offer sacrifice? Will they finish this in a day? Can they bring these burnt stones to life again from piles of dust?”

LSV and says before his brothers and the force of Samaria, indeed, he says, “What [are] the weak Jews doing? Are they left to themselves? Do they sacrifice? Do they complete in a day? Do they revive the stones out of the heaps of the rubbish—and they are burned?”

FBV in front of his colleagues and the army of Samaria, saying, “What are these useless Jews trying to achieve? Do they think they can rebuild the wall? Are they going to offer sacrifices? Are they going to finish it in a day? Do they think they can re-use stones from piles of rubble and dirt, especially since they've all been burned?”

T4T While his colleagues and officials of the army troops who had come from Samaria were listening, he said, “What do these feeble/pathetic Jews think they are doing? Do they think that if they offer enough/many sacrifices, their gods will hear them and enable them to finish building the wall in one day? The stones that were in the wall previously have been weakened by being burned in a fire. Those stones that they are pulling out of the rubbish/garbage heaps—do they think that they can make them strong again?” [RHQ]

LEB Then he said before his brothers and the army of Samaria, “What are the feeble Jews doing? Will they restore these things for themselves? Will they sacrifice? Will they finish it in a day? Will they revive the stones from the piles of rubble—even those burned up?”

BBE And in the hearing of his countrymen and the army of Samaria he said, What are these feeble Jews doing? will they make themselves strong? will they make offerings? will they get the work done in a day? will they make the stones which have been burned come again out of the dust?

TSNTyndale Study Notes:

4:2 The Persians had stationed Samarian army officers in Jerusalem to keep peace.
• poor, feeble Jews: Sanballat’s mockery had an element of truth: The Jews were not rich, powerful, or many in number. However, Sanballat failed to realize the strength of the God whom the Jews served.
• Do they think . . . by just offering a few sacrifices? Sanballat might have been mocking a sudden increase in sacrifices at the Temple as the Israelites dedicated their work to the Lord.
• rubbish . . . charred: When fire destroyed Jerusalem (586 BC), it heated the stones, causing some to crack and crumble. The people used these stones to restore the walls.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / metaphor

וַיֹּ֣אמֶר ׀ לִפְנֵ֣י

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

Here, face represents the presence of a person. The expression means that Sanballat was speaking personally to the other people who are named. Alternate translation: “He said to”

Note 2 topic: figures-of-speech / metaphor

אֶחָ֗יו

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

Here, brother likely refers to Sanballat’s fellow officials. Alternate translation: “the other provincial officials”

Note 3 topic: figures-of-speech / synecdoche

וְחֵיל֙ שֹֽׁמְר֔וֹן

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

Sanballat was not speaking to the entire army. Nehemiah is using all of something to mean part of it. He is referring to the officers of the army by the name of the entire army. Alternate translation: “the army officers”

Note 4 topic: figures-of-speech / rquestion

מָ֛ה הַיְּהוּדִ֥ים הָאֲמֵלָלִ֖ים עֹשִׂ֑ים הֲיַעַזְב֨וּ לָהֶ֤ם הֲיִזְבָּ֨חוּ֙ הַיְכַלּ֣וּ בַיּ֔וֹם

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

Sanballat actually is making a series of statements, not asking a series of questions. He does not expect the officials and officers to tell him what the Jews are doing and whether they will succeed. Instead, he is using the question form to mock the Jews. If it would be helpful in your language, you could translate the ideas in his questions as a series of statements. Alternate translation: “These feeble Jews can accomplish nothing. They will never restore the city for themselves. They will not offer sacrifices. They will not finish the work any time soon.”

הֲיִזְבָּ֨חוּ֙

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

The meaning of this phrase is not entirely clear. It could be that Sanballat is speaking of the Jews offering sacrifices to try to entice God to make their project successful. Alternate translation: “They will not get their God to help them”

Note 5 topic: figures-of-speech / idiom

הַיְכַלּ֣וּ בַיּ֔וֹם

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

In this context, the expression “day” means “a short time.” Alternate translation: “any time soon”

Note 6 topic: figures-of-speech / personification

הַיְחַיּ֧וּ אֶת־הָאֲבָנִ֛ים מֵעֲרֵמ֥וֹת הֶעָפָ֖ר וְהֵ֥מָּה שְׂרוּפֽוֹת

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

Here Sanballat is speaking of stones as if they could come to life and stand up straight to form the wall. Alternate translation: “They will not be able to rebuild the city walls from useless stones that were burned and turned into rubble”

Note 7 topic: figures-of-speech / activepassive

מֵעֲרֵמ֥וֹת הֶעָפָ֖ר וְהֵ֥מָּה שְׂרוּפֽוֹת

(Some words not found in UHB: and,plotted all,they together to,come to,fight in/on/at/with,Jerusalem and,to,cause to=him/it trouble )

If it would be helpful in your language, you could say this with an active form, and you could say who did the action. Alternate translation: “useless stones that someone has burned and turned into rubble”
