4:1-9 Moses’ third protest was that he lacked power. God answered in a very convincing demonstration of divine power by instantaneous creation of a snake and of a severe skin disease.

This direct quotation is interrupted by Moses obeying Yahweh. This is probably a tightly ordered sequence of events where Yahweh paused and then continued speaking immediately after Moses obeyed. The quote resumes in 4:5, and there is more discussion there about how to translate the quotation resumption.

and=he/it_was into,staff

Alternate translation: “and it turned into a rod” or “and it changed into a staff”
