This is a euphemism for sexual activity. Alternate translation: “And if a man has sexual relations with a menstruating woman”

woman/wife menstruating

This means it is the time every month when a woman bleeds from her womb.

People being excluded from their community is spoken of as if they had been cut off from their people, as one would cut a piece of cloth or cut a branch from a tree. See how you translated a similar phrase in Leviticus 7:20. Alternate translation: “And both of them must be cut off among their people as a branch is cut from a tree”
