32:9 “Rebellious” or “perverse”: the image is of a horse being tugged by the reins in one direction but deliberately going in the opposite direction. This means more than simply being obstinate, but actually trying to do the opposite.

32:1-35 At the foot of Mount Sinai, after Moses had been absent for many days, the people felt the need for protection, guidance, and a tangible way to express their worship. God knew this and was eager to meet these needs (chs 25–31). The Israelites, however, tried to meet their needs for themselves. Fellowship with God requires depending on him (see John 15:5; 2 Cor 3:5).

Yahweh speaks of the people being rebellious as if they had hard necks. The image comes from an animal that does not want to go the way his master is trying to direct him (not going in the way God commanded). If your readers would not understand what this image means in this context, you could use an equivalent metaphor from your culture. Alternatively, you could express the meaning plainly. Alternate translation: “is a rebellious people”
