Here the author is referring to Deuteronomy 17:2–7, which provides regulations concerning people who completely reject God’s covenant and worship other gods. The specific phrasing here comes from Deuteronomy 17:6. The phrase without mercy probably comes from Deuteronomy 13:8, which similarly refers to how people who participate in idolatry should be put to death.
