12 Whoever strikes someone and that person dies, must definitely be put to death.[ref] 13 But if it wasn’t premeditated—if God had let it happen as an accident—then I’ll assign a place where the one who hit them can flee to.[ref] 14 However, if someone had schemed to trap and kill their neighbour, then even if the killer clings to my altar, you must take them for execution.
15 Anyone who strikes their father or mother must certainly be put to death.
16 Anyone who abducts another person—either to sell or to keep as a slave—that person must certainly be put to death.[ref]
17 Anyone who curses their father or mother must certainly be put to death.[ref]
18 If two people fight and one hits their neighbour with a stone or with their fist, and the injured one doesn’t die but is bedridden, 19 if that person eventually rises and can walk about outside using a staff, then the person who struck them is free, other than reimbursing the costs of their lost work and their medical expenses.
20 If a master hits their male or female slave with a staff and the slave dies, then the death must certainly be avenged. 21 However, if the slave is able to stand within a couple of days, then the owner won’t be punished because the slave is their property.
22 If two people fight together and strike a pregnant woman and cause her to deliver the baby, if there’s no serious injury, then he must certainly be fined whatever the husband of the woman demands and the judges allow. 23 But if there’s serious injury, then you must give a life for a life, 24 an eye for an eye, a tooth for a tooth, a hand for a hand, a foot for a foot,[ref] 25 a burn for a burn, a wound for a wound, and a bruise for a bruise.
26 If a master hits their male or female slave’s eye and damages it, they must let the slave go free in compensation for the eye. 27 Or if the master knocks out a tooth of a male or female slave, they must let the slave go free in compensation for the tooth.

10 “Tell the Israelis that when you cross the Yarden river to enter Kanaan, 11 you all must choose some cities to become ‘refuge cities’ so that if someone accidentally kills another person, they can flee there. 12 The cities will be places to stay safe from being avenged by the relatives until the killer can be formally tried. 13 You all must allocate six refuge cities—14 three on the eastern side of the Yarden, and there on the western side in Kanann. 15 Both Israelis and foreigners living in the country can flee to any of those six cities—anyone who kills another person by accident.
16 “However, if someone strikes another person with a metal object and they die, then that person is a murderer, and murderers must be executed. 17 Similarly, anyone who strikes another person when holding a rock or stone, then that person is a murderer, and murderers must be executed. 18 Again, if someone strikes another person with a piece of wood, then that person is a murderer, and murderers must be executed. 19 The relative who is avenging the spilt blood must execute the murderer as soon as he finds them.
20 “If someone pushes another person in hatred, or lies in wait and then throws something at them, 21 or angrily strikes them with their hand, and then they die, it must be regarded as murder, and when the avenger of their blood finds the murderer, he must execute them.
22 “But if someone pushes another person without any hateful intent, or throws something at them without lying in wait, 23 or drops a rock without noticing someone, and they die but they weren’t that person’s enemy and no harm was intended, 24 then the community must judge between the one who killed and the avenger of the dead person, in accordance with these regulations. 25 If the one who killed is declared innocent, then the community must rescue them from the avenger and return them to the refuge city that they’d fled to, and that accidental killer must live there until after the death of the high priest (who had been anointed with sacred oil). 26 However, if they then ever left the refuge city that they’d fled to, 27 and the avenger found them outside the city boundary, then that relative of the dead person is permitted to kill that person and won’t be accountable for their blood. 28 That’s because the one who killed must remain in that city until the death of the high priest—they can only return to their family home after the high priest’s death. 29 You all must follow these regulations through the generations no matter where you live.
30 “If someone murders another person, they’re to be executed if there’s evidence from witnesses (plural, not just one witness). 31 That sentence can’t be changed to a fine and/or a payment to the deceased’s family—the murderer must be executed. 32 Similarly for the accidental killer who fled to a refuge city, they can’t elect to pay a fine and/or pay compensation in order to be able to return home before the high priest’s death. 33 You mustn’t profane the land that you’re all going to by tolerating murder, because human blood pollutes the ground, and you all can’t restore the land with any sacrifice—only by the blood of the one who shed someone else’s blood. 34 You mustn’t profane the land that you’ll all be living in because I’ll also be living in it, as I will live among you Israelis.”
Deu 19:1-13:
19 When your god Yahweh destroys those peoples where he’s giving you the land, and you occupy the land and live in their cities and houses, 2 you must select three cities[ref] spread across the land that Yahweh is giving you. 3 You must define three borders and build roads in the land that your god Yahweh is giving you to inherit. Anyone who kills another person can then flee to one of those cities. 4 This is the rule for someone who’s killed another person and flees to live there: if they’ve accidentally killed another person and had no hate for that person from past events, 5 (for example, if two men went into the forest to chop wood and an axe head flew off its handle and killed the other man) then that accidental killer can flee to one of those cities and live there. 6 Otherwise a friend or relative of the dead person might chase the killer in a sudden rage and overtake and kill the accidental killer if the city was too far away. However, the killer doesn’t deserve death if they hadn’t hated that person from past events—7 that’s why I’m ordering you to select three cities for this.
8 Then in the future, if your god Yahweh extends your territory as he promised your ancestors that he would do, and gives you all the land that he told them about, 9 and if you’re still following all these instructions that I’m giving you today (loving your god Yahweh and always obeying what he’s said), then you’ll need to add three more refuge cities for your country. 10 That’s so innocent people won’t be killed in the land that your god Yahweh is giving you, and so that you won’t be found guilty of the murder of that accidental killer.
11 However, if someone hates another person and then ambushes them and kills them, and then flees to one of those cities, 12 then the elders from their home town should go and get that person from the refuge city and hand that killer over to the relatives handling the case, and the murderer must be executed. 13 You must show no mercy to murderers but they must be executed so that the country isn’t responsible for the blood of innocent people, and then things will go well for you.
Josh 20:1-9:
20 Then Yahweh told Yehoshua,[ref] 2 “Tell the Israelis to select some cities that people can flee to in order to be safe, just as I instructed you through Mosheh, 3 so that if someone accidentally kills someone else, they can escape there and be safe from the dead person’s family. 4 When that person flees to one of these cities, they must stand at the city gate and tell the elders there what happened. Then they should bring the person into the city and give them a place there to live in. 5 Now if a relative of the deceased comes to avenge the death, the city elders won’t hand over the killer because the death was accidental and didn’t happen because of hate or premeditation. 6 So then that person must stay in the city until they’re brought before the panel of judges. If they decide that the death wasn’t deliberate, the person must remain in that city until the death of the high priest, then they can freely return to their own city and own home.”
7 So the Israelis chose Kedesh (in the Galilee region in the hill country of Naftali) and Shekem (in the hill country of Efrayim) and Kiriat-Arba (now called Hebron, in the hill country of Yehudah). 8 On the other side of the Yordan river, they chose Betser (in the wilderness on the plateau from the tribe of Reuben), Ramot (in the Gilead from the tribe of Gad), and Golan (in the Bashan from the tribe of Menashsheh). 9 Those were the appointed cities for both Israelis and foreigners living among them, so that anyone who accidentally killed someone could flee there and be safe from being avenged by the deceased’s relatives until they could receive a proper trial.
