ULT And he shall flee into one from these cities and stand at the opening of the gate of the city and speak his words in the ears of the elders of that city. And they shall gather him into the city to themselves and give to him a place and he shall dwell with them.
UST When that person arrives at the gate of one of those cities, he must stop there and tell the leaders of the city what happened. If they believe him, they must allow him to enter the city, and they must give him a place to live among them.

The pronoun he refers to anyone who has killed someone accidentally. It may be helpful to clarify this for your readers. Alternate translation: “And the person who has killed someone accidentally shall flee”

Yahweh is using the term words to mean what this person would say by using words, and he is using the term ears by association to mean hearing and understanding. If it would be helpful in your language, you could use an equivalent expression or plain language. After the Israelites had conquered portions of the Promised Land and Joshua had grown old, the Lord directed him to divide the rest of the land among the tribes of Israel as their inheritance (Joshua 13-20). The eastern tribes had already been allotted their land under Moses’ leadership (Numbers 32), but they continued to help the other tribes drive out the Canaanites from land west of the Jordan River. The Lord also instructed the Israelites to designate several cities of refuge, where someone could flee for protection from an avenger if they accidentally killed someone (Numbers 35; Joshua 20).
