John is using another hypothetical situation to help his readers recognize the value and benefits of living in holiness. Alternate translation: “Suppose we confess our sins. Then he is faithful and righteous”

These two phrases mean basically the same thing. John is likely using them together for emphasis. 1:9 To maintain continual fellowship with God, we need to confess our sins to him. Forgiveness and cleansing are guaranteed because God is faithful to his promises and because he acts on the basis of his justice. Christ’s death for our sins fulfills God’s justice and acquits us of our guilt.
