הָיָ֣ה דְבַר־יְהוָ֗ה אֶל־זְכַרְיָה֙

Zechariah is using the word of Yahweh came to Zechariah as a common expression of the culture to mean “Yahweh communicated a message to Zechariah.” If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [Yahweh spoke his message to Zechariah] or [Yahweh gave his message to Zechariah]
