ULT And my God gave to my heart, and I gathered together the nobles and the prefects and the people to be enrolled by genealogy. And I found the book of the genealogy for the ones who came up at the first.
¶  And I found written in it:

UST So as a first step towards filling Jerusalem with people again, God led me to gather together the leading citizens and the city officials and the other people living in the city to register them according to their family histories. I also found a book containing the records of the first group of people who had returned to Jerusalem from the exile. This is what those records said.

The implication is that registering the people was a first step toward filling Jerusalem with people again, a process that Nehemiah will describe in chapter 11.
