Nehemiah uses this phrase to introduce the next event in his story. You do not need to represent it in your translation unless your language has a similar expression that it characteristically uses.

סַנְבַלַּ֗ט
(Some words not found in UHB: and=he/it_was as,when heard Sanballat and,Tobiah and,the,Arabs and,the,Ammonites and,the,Ashdodites that/for/because/then/when going_forward repair of,walls Yerushalayim that/for/because/then/when beginning the,gaps to,closed and=it_glowed/burned to/for=them very )
This is a man’s name. See how you translated this in 2:10.
Note 3 topic: figures-of-speech / parallelism
וַיִּ֣חַר ל֔וֹ וַיִּכְעַ֖ס הַרְבֵּ֑ה
(Some words not found in UHB: and=he/it_was as,when heard Sanballat and,Tobiah and,the,Arabs and,the,Ammonites and,the,Ashdodites that/for/because/then/when going_forward repair of,walls Yerushalayim that/for/because/then/when beginning the,gaps to,closed and=it_glowed/burned to/for=them very )
These two phrases mean similar things. Nehemiah uses the repetition to emphasize how angry Sanballat was. If it would be helpful in your language, you could combine these phrases and say something like “he became furiously angry” or “he became very angry”
Note 4 topic: figures-of-speech / metaphor
וַיִּ֣חַר ל֔וֹ וַיִּכְעַ֖ס
(Some words not found in UHB: and=he/it_was as,when heard Sanballat and,Tobiah and,the,Arabs and,the,Ammonites and,the,Ashdodites that/for/because/then/when going_forward repair of,walls Yerushalayim that/for/because/then/when beginning the,gaps to,closed and=it_glowed/burned to/for=them very )
Here Nehemiah says that Sanballat’s anger was a fire that burned inside of him. Alternate translation: “he became furious”
