These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. Alternate translation: “And he will stretch out his hand against the north; yes, he will destroy Assyria”

north
Zephaniah is using the term north by association to mean the empire that was located to the north of Judah, Assyria, as he indicates later in a parallel phrase. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “the empire that is north of here”
2:13 Zephaniah turns from the south (2:12) to the north. Like Nahum before him, he announces the imminent demise of Assyria.
