These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. You may wish to include both phrases in your translation, but it may be clearer in your language to connect the phrases with a word other than and in order to show that the second phrase is repeating the first one, not saying something additional. Alternate translation: “And he will stretch out his hand against the north; yes, he will destroy Assyria”

Zephaniah is using the term north by association to mean the empire that was located to the north of Judah, Assyria, as he indicates later in a parallel phrase. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “the empire that is north of here”
