BrTr So men and cattle were clothed with sackcloths, and cried earnestly to God; and they turned every one from their evil way, and from the iniquity that was in their hands, saying,
ULT But let the man and the beast be covered with sackcloth, and they must cry out to God with strength, and each man must turn back from his evil way and from the violence that is in their hands.
UST Every person and every domestic animal must wear coarse cloth on their bodies. Everyone must pray fervently to God. Also, everyone must stop doing the evil things that they have been doing and the violent things that they have been doing to other people.

3:7-8 By extending the fast and the mourning rituals to animals, the king communicated that this dire emergency required all normal operations to cease so that everyone might pray earnestly and repent of their evil ways. The violence that had come to permeate their society topped the list.
