3:8 Literally, “No Amon,” the city of the Egyptian god Amen. It had earlier been destroyed by the Assyrians.

3:8 The Qumran pesher (commentary) on Nahum makes it clear that the pronoun refers to the city.

The author is using the question form to emphasize that Nineveh is not better than Thebes. Thebes refers to the powerful capital city of ancient Egypt in North Africa. It was conquered by Assyria in 663 B.C. If your readers would not be familiar with this place, you could describe it in a footnote.

These two phrases mean basically the same thing. The second phrase emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could connect the phrases with a word other than and in order to show that the second phrase is repeating the first one, not saying something additional. Alternate translation: [whose defense was the sea, that is, water was her wall]
