Habakkuk is using the question form to challenge Yahweh about whether the Chaldean will continue conquering without mercy. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Therefore, he should not keep emptying his net, and he should not keep slaying the nations continually!]
