Note 1 topic: figures-of-speech / rquestion
לָ֣מָּה תַרְאֵ֤נִי אָ֨וֶן֙ וְעָמָ֣ל תַּבִּ֔יט
(Some words not found in UHB: to/for=what do,you_make_me_see injustice and,mischief look_at and,devastation and,violence [are]_to,before,me and=he/it_was strife and,contention arise )
Habakkuk is using the question form to express his protest against what Yahweh is allowing to happen. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You make me see iniquity and you behold trouble!]
Note 2 topic: figures-of-speech / abstractnouns
אָ֨וֶן֙
injustice
If your language does not use an abstract noun for the idea of iniquity, you could express the same idea in another way. Alternate translation: [people doing wrong]
Note 3 topic: figures-of-speech / doublet
וְשֹׁ֥ד וְחָמָ֖ס
(Some words not found in UHB: to/for=what do,you_make_me_see injustice and,mischief look_at and,devastation and,violence [are]_to,before,me and=he/it_was strife and,contention arise )
The terms destruction and violence mean similar things. Habakkuk is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [And brutal devastation is]
Note 4 topic: figures-of-speech / abstractnouns
וְשֹׁ֥ד וְחָמָ֖ס & וַיְהִ֧י רִ֦יב
(Some words not found in UHB: to/for=what do,you_make_me_see injustice and,mischief look_at and,devastation and,violence [are]_to,before,me and=he/it_was strife and,contention arise )
If your language does not use abstract nouns for the ideas of destruction, violence, or strife, you could express the same ideas in another way. Alternate translation: [And people ruining things and people acting violently are … and there are people quarreling]
OET (OET-LV) To/for_what do_you_make_me_see wickedness and_mischief do_you_look_at and_devastation and_violence are_to_before_me and_ strife _he/it_was and_contention it_arises.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
