OET (OET-RV) Yahweh, aren’t you the eternal God?
⇔ You’re my heavenly protector who won’t die.
⇔ Yahweh, you’ve appointed them for judgement.
⇔ ≈ Our rock, you’ve established them for punishment.

הֲל֧וֹא אַתָּ֣ה מִקֶּ֗דֶם יְהוָ֧ה אֱלֹהַ֛י קְדֹשִׁ֖י
am=not (Some words not found in UHB: am=not you(ms) from=east YHWH God_of,my my_holy_of,[one] not die YHWH to,judgment you,have_appointed_it and,O_rock to,reprove you,have_established_it )
Habakkuk is using the question form to affirm that Yahweh has existed from ancient times. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [You have existed from ancient times, Yahweh my God, my Holy One.]
Note 2 topic: figures-of-speech / doublet
יְהוָ֧ה אֱלֹהַ֛י קְדֹשִׁ֖י
YHWH God_of,my (Some words not found in UHB: am=not you(ms) from=east YHWH God_of,my my_holy_of,[one] not die YHWH to,judgment you,have_appointed_it and,O_rock to,reprove you,have_established_it )
The terms Yahweh my God and my Holy One mean similar things. The writer is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [Yahweh, my holy God]
Note 3 topic: figures-of-speech / abstractnouns

(Some words not found in UHB: am=not you(ms) from=east YHWH God_of,my my_holy_of,[one] not die YHWH to,judgment you,have_appointed_it and,O_rock to,reprove you,have_established_it )
If your language does not use an abstract noun for the idea of judgment, you could express the same idea in another way. Alternate translation: [for judging us]
Note 4 topic: figures-of-speech / metaphor
וְצ֖וּר
and,O_rock
Habakkuk is speaking of Yahweh as if he were a Rock, to emphasize his stability and reliability. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [and our firm foundation]
Note 5 topic: writing-newevent
הֲל֧וֹא אַתָּ֣ה מִקֶּ֗דֶם
am=not (Some words not found in UHB: am=not you(ms) from=east YHWH God_of,my my_holy_of,[one] not die YHWH to,judgment you,have_appointed_it and,O_rock to,reprove you,have_established_it )
Here Habakkuk begins a second complaint to Yahweh, preparing to question why Yahweh would use the Chaldeans to punish Judah. In your translation, introduce this new event in a way that would be natural in your own language and culture. Alternate translation: [Have you not been from long ago]
OET (OET-LV) Am_not are_you from_east Oh_YHWH god_of_my my_holy_of_one not we_will_die Oh_YHWH to_judgement you_have_appointed_it and_Oh_rock to_reprove you_have_established_it.
OET (OET-RV) Yahweh, aren’t you the eternal God?
⇔ You’re my heavenly protector who won’t die.
⇔ Yahweh, you’ve appointed them for judgement.
⇔ ≈ Our rock, you’ve established them for punishment.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
