OET (OET-LV)And_he/it_saw the_ʼElohīm DOM deeds_their if/because_that they_turned_back from_ways_their the_evil and_he/it_sighed/regretted the_ʼElohīm on the_calamity which he_had_said for_doing to/for_them and_not he_did_[it].

OET (OET-RV)And God saw their actions in turning away from their evil ways and he changed his mind about the destruction which he had said he would send to them and he didn’t proceed with it.

uW Translation Notes:

וַיַּ֤רְא הָֽאֱלֹהִים֙ אֶֽת־מַ֣עֲשֵׂיהֶ֔ם כִּי־שָׁ֖בוּ מִדַּרְכָּ֣ם הָרָעָ֑ה

and=he/it_saw the=ʼElohīm DOM deeds,their that/for/because/then/when turned from,ways,their the,evil

Alternate translation: “God saw that they stopped doing evil actions”

Note 1 topic: figures-of-speech / metaphor

שָׁ֖בוּ מִדַּרְכָּ֣ם הָרָעָ֑ה

turned from,ways,their the,evil

Here the author is speaking of them stopping their sinning as if they turned away from walking on a path toward evil ways and started walking in the opposite direction. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “they repented from doing evil”

Note 2 topic: figures-of-speech / explicit

עַל־הָרָעָ֛ה

on/upon/above/on_account_of//he/it_went_in the,calamity

The word translated as “evil” here is very broad, including moral evil, physical evil, and everything that is bad. It is the same word used in the previous sentence (and verse 8) to describe the actions of the Ninevites. The author is showing that when people repent of moral evil, God relents from doing physical evil (punishment). God never does moral evil. If this is clear in your language, you may want to use the same word in both sentences. If that is not clear, you may want to use different words. Alternate translation: “in regard to the punishment”

Note 3 topic: figures-of-speech / nominaladj

הָרָעָ֛ה

the,calamity

Here the author is using the adjective evil as a noun to refer to an evil thing. Your language may use adjectives in the same way. If not, you could translate this word with an equivalent phrase. Alternate translation: “the evil thing” or “the terrible action”

Note 4 topic: figures-of-speech / explicit

וְלֹ֥א עָשָֽׂה

and=not he/it_had_made

Here, what God did not do could be made explicit if it would be helpful in your language. Alternate translation: “and he did not punish them” or “and he did not destroy them”

TSN Tyndale Study Notes:

3:10 he changed his mind: Had the people of Nineveh not repented, God would have destroyed them (3:4). But God was ready to meet their repentance with mercy (see 4:2, 11). In God’s mind, the change did not reverse his original intention, because his disposition always included the possibility of mercy. Nor does this change in God’s mind say anything about God’s foreknowledge. Historically, the church has believed that God knows the future fully (see Ps 139:4; Isa 46:10; Dan 2:28-29; Matt 24:36). Nothing in this account contradicts that belief.
