Habakkuk is using two images together. He is speaking of the wicked person’s dynasty as if it were a house with a foundation, and he is speaking of God’s destruction of the leader as if it were an execution by beheading, striking the head and laying bare to the neck. Your language may have comparable expressions that you can use in your translation, or you could state the meaning plainly. Alternate translation: [destroyed the wicked leader and exposed all his followers]

Habakkuk is using the adjective wicked as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [of the wicked one]
