3:7 get up early: Jerusalem’s citizens couldn’t wait to jump out of bed in the morning and do more evil deeds (cp. Prov 1:16). They had moved far from the ways of their ancestor Abraham, who arose early to obey God’s command (Gen 22:3).

In this quotation, Yahweh first speaks directly to the city of Jerusalem in the second person, and then he speaks about that city in the third person. If it would help your readers appreciate what Yahweh is saying, you could translate the entire quotation in the third person. Alternate translation: “I said, ‘Surely she will fear me; she will take correction. Then her dwelling will not be cut off by all that I have visited upon her.’”

Yahweh is speaking to and about the city of Jerusalem as if it were a person who could fear him and take correction. He is actually speaking to and about the people who live in Jerusalem. If it would be helpful in your language, you could state the meaning plainly. See what you did in 3:1–5. Alternate translation: “I said that the people of Jerusalem would surely fear me; they would take correction. Then their dwelling would not be cut off by all that I had visited upon them”
