In this quotation, Yahweh first speaks directly to the city of Jerusalem in the second person, and then he speaks about that city in the third person. Alternate translation: “I said, ‘Surely she will fear me; she will take correction. Then her dwelling will not be cut off by all that I have visited upon her.’”

3:7 get up early: Jerusalem’s citizens couldn’t wait to jump out of bed in the morning and do more evil deeds (cp. Prov 1:16). They had moved far from the ways of their ancestor Abraham, who arose early to obey God’s command (Gen 22:3).
