These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. You may wish to show this to your readers by including both phrases in your translation but connecting them with a word other than and. Alternate translation: “and they will not speak lies; no, tongues of deceit will not be found in their mouths”
