Here, promise refers to the fulfillment of the promise that Jesus will return. See how you translated it in 3:4. Alternate translation: “The Lord does not delay to fulfill his promise”

as some slowness /are/_considering

Here, some refers to the “mockers” introduced in 3:3 and anyone else who believed that the Lord is slow to fulfill his promises, because Jesus had not yet returned. If it would be helpful in your language, you could express this explicitly. Alternate translation: “as some, such as these mockers, consider slowness”

Peter is leaving out a word that this clause would need in many languages in order to be complete. This word can be supplied from the beginning of the verse.
