If it would be clearer in your language, you could continue the verbal ideas from the previous two verses and apply them here, as well, such as “Teach older women to be” or “Exhort older women to be.” Alternate translation, removing the comma: “In the same way, teach older women to be” or “Also teach older women to be”

People who cannot control themselves and drink too much wine are spoken of here as if they were a slave to the wine. Alternate translation: “controlled by their desire for wine”
