These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. You may wish to show this to your readers by including both phrases in your translation but connecting them with a word other than and. Yahweh is speaking as if the people in the remnant of Israel will be animals that will graze and lie down in pastures. He means that they will be able to live peacefully, like animals grazing undisturbed out in a field. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “But they will be able to live without anyone disturbing them”
3:9-20 God reveals his plans for a humble and purified remnant of his people (3:9-13) and encourages them to rejoice in the coming abundant blessings of their saving Lord (3:14-20).
