If you have been using singular and plural forms in your translation to show the different kinds of address in this chapter, you may wish to indicate explicitly that the address changes to plural here. Zephaniah is using this phrase to indicate that verses 18–20 have been a quotation of a message that Yahweh gave him for the people of Judah. (This phrase means the same thing as “the declaration of Yahweh,” which occurs several times in the book.) Consider natural ways of identifying direct quotations in your language. It may be more natural for you to put this attribution of the saying to Yahweh at the beginning of the message, that is, at the start of verse 18, as the UST does.
