3:9-12 The leaders of Israel were building Jerusalem on a foundation of murder and corruption. Because of this, the city would be dismantled; it would be reduced to wilderness and ruins (3:12).
In this section, Micah is the speaker. He spoke to the leaders of the Jews and to the prophets. He rebuked (scolded) them for their wicked deeds. He also told them that God would punish the nation because of them.
The Notes will divide this section into three paragraphs:
In 3:1–4, Micah rebuked the judicial leaders.
In 3:5–8, Micah rebuked the wicked prophets.
In 3:9–12, Micah rebuked all the leaders: judges, prophets, and priests.
In each paragraph, Micah used the word “justice” (3:1, 8, 9). In each paragraph, he first rebuked the leaders for their evil deeds. Then he described what would happen as a result of their wickedness. Some versions begin a new paragraph at verse 4 or verse 8. It is recommended that you follow the paragraphs used in the Notes.

This paragraph is similar to 3:1–4. Micah again spoke to the leaders of Israel. He specifically included the judicial leaders (verse 9a–b, 11a), priests (verse 11b), and prophets (verse 11c). He told them to listen (verse 9a). He then accused them of behaving wickedly and described the sins of each group (verses 9b–11). Finally, he told them that God would destroy Jerusalem, including the area where the temple was located (verse 12).
Now hear this, O leaders of the house of Jacob and rulers of the house of Israel,
¶ Listen to this, you(plur) leaders of the descendants of Jacob! Listen, you rulers of the people of Israel!
¶ Pay attention to what I will say, you rulers of Jacob’s descendants who serve as judges for the nation of Israel.

Notice the parallel parts that are similar in meaning:

Now hear this: Micah told the leaders to listen to what he said. The word this probably refers forward to what Micah said in the rest of this paragraph (3:9b–12).
O leaders of the house of Jacob and rulers of the house of Israel: The parallel words leaders and rulers both refer to the judicial leaders. The phrase house of Jacob means “descendants of Jacob.” The phrase house of Israel means “the nation/people of Israel.” Both phrases refer to the same group of people. See the notes on 3:1a.
Verse 3:9a is similar to 3:1a. See the comparison below:

3:9a Now hear this, O leaders of the house of Jacob and rulers of the house of Israel,
In Hebrew, the phrase “of Jacob” in 3:1a has the same meaning as “the house of Jacob” in 3:9a.
Some versions use different words or phrases in 3:1a and 3:9a. For example:

You may follow either approach (the same words/phrases or synonyms). Use what is natural in your language.
In some languages, it may be more natural to combine and/or reorder some of the parallel parts in this line. For example:
So listen to my message, you rulers of Israel! (CEV)
who despise justice and pervert all that is right,
You(plur) hate to rule justly. You change everything that is fair and cause it to be unfair.
You are the kind of leaders who totally dislike treating people fairly. You make crooked everything that is straight.
You hate making fair decisions. Instead of doing what is right/straight, you always do what is wrong/crooked.
who despise justice and pervert all that is right: Micah accused these leaders of two things:
despise justice: To despise something means to hate or strongly dislike it. Micah said that these leaders despise justice. They detested ruling in an honest and fair way. They hated to make fair decisions.
justice: Micah used this same word in 3:1b and 3:8b. See the Notes on 3:1b about justice.
pervert all that is right: In Hebrew, this phrase is more literally “you who make crooked everything that is straight.” Micah used the words “crooked” and “straight” in a figurative (moral) sense. Here are some other ways to translate this phrase:
You do not act in straight ways. You always act in crooked ways.
You always behave dishonestly, not honestly.
