The pronoun they has been supplied because there is no pronoun in the text. The kingdoms of Judah (represented by Zion) and Israel (represented by Samaria) are being compared to the kingdoms represented by the cities named in this verse. Because of the parallel structure of the two questions in this verse, it is most likely that they refers to the cities that have just been named, and that these kingdoms refers to Judah and Israel. Alternate translation: [Are those cities better than your kingdoms]

The expected answer to these questions is “No.” The speaker is using the question form to emphasize that Judah and Israel are better in the sense that they are larger and more prosperous than the nations around them. It is possible that Amos is quoting these words from the “designated ones” who are boasting about their kingdoms. But since he refers to your border, it seems more likely that Amos is speaking to the “designated ones” and pointing out that, although God has made their kingdoms great, he will also destroy them because they are not better in the way that they should be. If a speaker of your language would not use the question form for that purpose, you could translate these questions as exclamations or as statements, as in the UST.
