Yahweh is speaking of the vision as if it were a living thing that could speak about the end, lie, tarry, and delay. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [it is a message about the end that will certainly prove true; even if its fulfillment seems slow in coming, it will surely be fulfilled at the appointed time]
