By he will pass through the sea of distress, and he will strike the waves in the sea, and all the depths of the Nile will dry up, Zechariah means that Yahweh will remove every danger and obstacle blocking his people’s return to their land, just as he dried up the sea and the Jordan for their ancestors when he brought them out of Egypt and into the land. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [Yahweh will clear away every danger that threatens his people, just as he dried up the sea and the Jordan for their ancestors]

The pronoun he could refer to 1) Yahweh. In the surrounding verses, Yahweh speaks of himself in the first person, but here he is referred to in the third person. It may be helpful to clarify this for your readers. Alternate translation: [And Yahweh will pass through the sea], 2) Ephraim, that is the people of the northern tribes of Israel. However, in the surrounding verse Ephraim is always referred to using plural pronouns and verbs. Alternate translation: [And Ephraim will pass through the sea]
