Note 1 topic: writing-newevent
וַֽיְהִי֙ בִּשְׁנַ֣ת אַרְבַּ֔ע לְדָרְיָ֖וֶשׁ הַמֶּ֑לֶךְ
and=he/it_was in=year four of,Darius the=king
Zechariah is using the word translated as And it happened to introduce a new event in the story. Use a word, phrase, or other method in your language that is natural for introducing a new event.
Note 2 topic: writing-background
בִּשְׁנַ֣ת אַרְבַּ֔ע לְדָרְיָ֖וֶשׁ הַמֶּ֑לֶךְ & בְּאַרְבָּעָ֛ה לַחֹ֥דֶשׁ הַתְּשִׁעִ֖י בְּכִסְלֵֽו
in=year four of,Darius the=king & on_[day],four of,month (the),ninth in,Kislev
Here Zechariah is providing background information to help readers understand what happens next in the story. In your translation, introduce this information in a way that would be natural in your own language and culture.
Note 3 topic: writing-pronouns
הָיָ֨ה דְבַר יְהוָ֜ה אֶל זְכַרְיָ֗ה
it_became word_of YHWH to/towards Zəkar\sup_yāh
The name Zechariah refers to the prophet himself, who also narrates this book in the first person. It may be helpful to clarify this for your readers. Alternate translation: [the word of Yahweh came to me, Zechariah]
Note 4 topic: translate-ordinal
בְּאַרְבָּעָ֛ה
(Some words not found in UHB: and=he/it_was in=year four of,Darius the=king it_became word_of YHWH to/towards Zəkaryāh on_[day],four of,month (the),ninth in,Kislev )
If your language would not represent a number in a form such as fourth, you could represent this number in a form that your language would use. Alternate translation: [on day four]
Note 5 topic: translate-hebrewmonths
לַחֹ֥דֶשׁ הַתְּשִׁעִ֖י בְּכִסְלֵֽו
of,month (the),ninth in,Kislev
The Kislev month of the Hebrew calendar includes parts of November and December on Western calendars. You could convert the Hebrew day and month into an approximate date on the calendar that your culture uses. However, the Jews used a lunar calendar, so if you use a solar calendar, the date will be different every year, and the translation will not be entirely accurate. So you may just want to give the number of the day and the name of the month on the Hebrew calendar and say in a footnote approximately what time of year that is on your calendar.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
