The Lord compares the people of Israel being rescued with an unsuccessful attempt to rescue an animal from a lion. They will not be completely rescued.

(Occurrence 0) As the shepherd rescues out of the mouth of the lion two legs only, or a piece of an ear
(Some words not found in UHB: thus he/it_had_said YHWH just=as rescues the,shepherd from,mouth_of the,lion's two(fd) legs or piece_of ear yes/correct/thus/so rescued sons_of Yisrael the,live in/on/at/with,Samaria in/on/at/with,corner_of bed and,in/on/at/with,cushion couch )
It can be stated clearly that the shepherd tries to rescue the whole animal. Alternate translation: “As the shepherd tries to rescue an animal from the lion’s mouth, but is able to save only two legs or a piece of an ear”
Note 3 topic: figures-of-speech / genericnoun
(Occurrence 0) As the shepherd … the lion
(Some words not found in UHB: thus he/it_had_said YHWH just=as rescues the,shepherd from,mouth_of the,lion's two(fd) legs or piece_of ear yes/correct/thus/so rescued sons_of Yisrael the,live in/on/at/with,Samaria in/on/at/with,corner_of bed and,in/on/at/with,cushion couch )
Here the phrases “the shepherd” and “the lion” refer to any shepherd or lion. Alternate translation: “As a shepherd … a lion”
(Occurrence 0) they will be left with only the corner of a couch or a piece of a bed
This phrase shows that they will not be completely rescued. Almost all of their possessions will be stolen. This passage in Hebrew is difficult to understand, and some modern versions interpret it differently.
(Occurrence 0) couch
(Some words not found in UHB: thus he/it_had_said YHWH just=as rescues the,shepherd from,mouth_of the,lion's two(fd) legs or piece_of ear yes/correct/thus/so rescued sons_of Yisrael the,live in/on/at/with,Samaria in/on/at/with,corner_of bed and,in/on/at/with,cushion couch )
This is a soft chair big enough to lie down on.
3:12 A shepherd who tries to rescue: The people of both Israel and Judah believed that, because of their chosen status, God would intervene to rescue them and never let them perish. The prophet’s words are ironic: Their rescue would be like a shepherd who arrives too late to save the sheep, and who can pull only two legs or a piece of an ear from the mouth of the lion.
• So it will be . . . reclining on couches: Some have interpreted this statement to mean that only the fabric of a few couches would survive the Assyrian siege of Samaria. Accordingly, the last two lines of this verse could be translated So it will be when the Israelites in Samaria are rescued / with only a broken bed and a tattered pillow.
OET (OET-LV) Thus YHWH he_says just_as he_delivers the_shepherd from_mouth_of the_lion’s two_of legs or a_piece_of an_ear so the_people_of they_will_be_delivered of_Yisrāʼēl/(Israel) the_live in/on/at/with_Shomrōn in/on/at/with_corner_of a_bed and_in/on/at/with_cushion a_couch.
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
